-fish-

without permission

-construct-

facilities to convey intention

-dump-

waste with no hesitation

-create-

dependency on your new conditions

-cooperation-

means they survive off little while you

-reap-

the benefits of their ocean

-sit-

in exasperation, scratching your heads about

-piracy-

shall the guilty
speak on behalf of history?

shall the tips of
our fingers
penetrate the surface
of still waters
to catch the heat of
a boiling ocean underneath?

shall the palms of
our hands
hold water
long enough
to show the face
of your policies?

shall your misery
speak
with their misery?
